California Property Tax Appeal Guide

California's Proposition 13 caps your property tax increases at 2% per year — but your base year value may have been set too high when you bought, or a recent reassessment may have overshot market value. If your assessed value exceeds what your home would sell for today, you have the right to appeal to your County Assessment Appeals Board. The filing window runs July 2 through November 30 each year.

Key Steps & Deadlines

  • File with your County Assessment Appeals Board (AAB) between July 2 – November 30.
  • Prop 13 limits annual increases to 2% — focus your appeal on whether the base year value was set correctly.
  • Bring 3–5 recent comparable sales from within the past 12 months in your immediate neighborhood.
  • Hearings are held within 2 years of filing — the AAB will notify you of your hearing date.
  • If denied, further appeal is available to California Superior Court.
